REEIO

The REEIO was the key output from the REWARD project, and is a new and powerful computer tool for regional strategy and policy appraisal. This model links economic policy and environmental impacts. No model can create a complete picture of any region, or its economy or environment, but the REEIO aims to provide a technical foundation for any regional toolkit, especially when linked to other technical models and information systems.

The REEIO is based on a detailed model of each regional economy, based on the widely used Local Economy Forecasting Model (LEFM). REEIO has been updated in 2005 to include the most recent data available.

The economy is arranged in 50 sectors, each of which makes transactions with each other sector
The labour market is shown in 6 types of employment and 25 types of occupation.

The REEIO then links economic and employment changes with key environmental and resource pressures - covering waste, energy, air emissions and water impacts. The user inputs are arranged in a series of 'what if' questions, ranging from overall population trends to details of waste or energy management.

A typical question which REEIO can help answer might be: 'How would the Region's energy use (& hence air emissions) change if the economy restructured as implied by the Regional Economic Strategy (growth in some sectors, relative decline in others, stronger supply chain links)?’ . A specific question could be “If our engineering manufacture sector in this region grows by 5% in the next three years, how will the regions’ greenhouse gas emissions change?”

The outputs are in the form of numbers, to be interpreted for their policy and business implications.
The model also allows regions to compare their economic and environmental performance with other regiosn, to see where there might be best practice to learn from.

The REEIO econometric model is part of a growing range of approaches designed to help regional bodies address the increasingly important considerations of the environmental impact of changes in economic activity especially pollution.

Regional Economy - Environment Data

One of the biggest challenges in trying to work out how to de-linking the regional Economy from the Environment has been a absence of regional data. The REEIO model links economic and employment changes with key environmental and resource pressures. Regional data on these pressures have been compiled for the following sectors:

1. Waste sector: arisings from household, industrial/commercial sources: disposal to landfill, incineration, recycling/re-use
